Upcoming Funding Opportunity

The FY16 Defense Appropriations Act provides $125 million (M) to the Department of Defense FY16 Psychological Health and Traumatic Brain Injury (PH/TBI) Research Program to support innovative research committed to complement ongoing DoD efforts to ensure the health and readiness of our military forces. As directed by the Office of the Assistant Secretary of Defense for Health Affairs, the Defense Health Agency, Research, Development and Acquisition (DHA RDA) Directorate manages the Defense Health Program (DHP) Research, Development, Test and Evaluation (RDT&E) appropriation. The managing agent for the anticipated Program Announcement/Funding Opportunity is the Congressionally Directed Medical Research Programs (CDMRP) with strategic oversight from Joint Program Committee 5 (JPC5)/Military Operational Medicine Research Program (MOMRP).

The PH/TBI Research Program is providing the information in this pre-announcement to allow investigators time to plan and develop applications. The Implementation Science Research Initiative Program-Specific Broad Agency Announcement and General Application Instructions for the following award mechanism are anticipated to be posted on the Grants.gov website in July 2016. Pre-application/proposal and application/proposal deadlines will be available when the Program-Specific Broad Agency Announcement is released. This pre-announcement should not be construed as an obligation by the government.

  • A pre-application/proposal is required; application/proposal submission is by invitation only
  • The intent of the FY16 ISRI BAA is to support implementation of evidenced-based interventions identified by stakeholders for use within the military context as well as for system-wide dissemination.
  • This BAA/Funding Opportunity seeks research proposals/applications from researchers with expertise in psychological health (PH) implementation science that will support the implementation of evidence-based PH interventions that have been demonstrated to be effective and translatable in the military setting. Both applied (preclinical) research and clinical trials are allowed.
  • The anticipated funding limit is $12M total costs.
  • 4-6 awards are anticipated.
  • The anticipated maximum period of performance for applied research is 3 years, and 4 years for clinical trials.

A pre-application is required and must be submitted through the electronic Biomedical Research Application Portal (eBRAP) at https://eBRAP.org prior to the pre-application deadline. All applications must conform to the final Program Announcements and General Application Instructions that will be available for electronic downloading from Grants.gov. A listing of all CDMRP funding opportunities can be obtained on the Grants.gov website by performing a basic search using CFDA Number 12.420.

Full applications must be submitted through the federal government's single-entry portal, Grants.gov. Submission deadlines are not available until the Program Announcement is released.
