Colonel Mark G. Hartell

Director, Congressionally Directed Medical Research Programs

COL Mark Hartell currently serves as the Director of CDMRP, joining the organization in August 2022 as the Military Deputy. Previously, he served as the Chief of Staff, U.S. Army Medical Research and Development Command, Fort Detrick, Maryland.

COL Hartell served as a senior support advisor to the Assistant Secretary for Preparedness and Response, Department of Health and Human Services. He has extensive interagency and international experience and has served in various command and staff positions throughout his career, to include standing up the U.S. Army Research Detachment in Tbilisi, Georgia.

Additionally, COL Hartell served in Germany, charged with foreign medical technology acquisition for Europe, Africa, the Middle East, and South America. In a detail to the U.S. State Department’s Bureau of International Security and Nonproliferation, Office of Chemical and Biological Weapons Threat Reduction, he served six times as either Head or Deputy Head of the U.S. Delegation for multi-lateral export control negotiations in Paris, London, and The Hague.

COL Hartell attended the State University of New York at Oswego, earning a B.S. degree in Chemistry. He obtained an M.S. degree in Biophysical Chemistry from the Ohio State University, and a Ph.D. degree in Analytical Chemistry from Auburn University. COL Hartell is a graduate of the U.S. Army War College with a Master of Strategic Studies degree. He holds Defense Acquisition Workforce Improvement Act–Level III certification in Science & Technology Management.

His military awards include the Defense Meritorious Service Medal with oak leaf cluster, the Meritorious Service Medal with five oak leaf clusters, the Army Commendation Medal with oak leaf cluster, the Joint Service Achievement Medal, the Military Outstanding Volunteer Service Medal with service star, and both U.S. State Department’s Superior Honor Award and Meritorious Honor Award medals. He is the recipient of the 2003 U.S. Army Medical Services Corps Award of Excellence in Health Sciences and the Giorgi Kvinitadze Medal (2017) for superior service to the country of Georgia by their Ministry of Defense.
