Department of Defense Psychological Health and Traumatic Brain Injury (PH/TBI) Research Program
Funding for Fiscal Year 2009 (FY09)

There is $40.6 million (M) available from the Fiscal Year 2009 (FY09) Defense Appropriations Act to the Defense Centers of Excellence (DCoE) for Psychological Health (PH) and Traumatic Brain Injury (TBI) to support basic, applied, translational and clinical research across the spectrum of PH and TBI for the purpose of understanding the etiology of these conditions. The goal of this program is to increase understanding of the etiology of PH problems, TBI, and associated comorbidities in order to arrive at evidence-based best practice solutions. Consideration of Active Duty, Reserve Component, National Guard, Veteran, and Warrior families is encouraged.

The FY09 PH/TBI Research Program encourages proposals that focus on: (1) Studies aimed at improving the understanding of military-related psychological health issues in specific areas of interest, (2) Studies to examine cellular regrowth and interconnection strategies and therapies in the central nervous system (brain and spinal cord), (3) Research on evidence-based prevention and rehabilitation strategies for TBI, PTSD, and co-occurring conditions encompassing cognitive, motor, emotional, psychological, and sensory functioning, (4) Three-dimensional (3-D) models of Improvised Explosive Device (IED) blast waves to develop equipment to mitigate injury to service members, and (5) PH and/or TBI research exploring the use of advanced neuroimaging, behavioral and/or genetic information to identify biomarkers, develop diagnostics and treatments for semi-acute, acute, and chronic injury stages, and the possible integration of informatics and advanced computational research to better understand the intersection of psychological health and TBI.

This program is administered by the DCoE through the Office of the Congressionally Directed Medical Research Programs (CDMRP).

FY09 PH/TBI Research Program announcements and application instructions for the following award mechanisms will be posted on Grants.gov and the DCoE webpage (www.dcoe.health.mil) by 10 July 2009. Full details regarding submissions and deadlines will not be available until Program Announcements are posted.

Concept Investigators at all academic levels (or equivalent) Supports the exploration of a highly innovative new concept or untested theory. Proposals must describe how the new idea will enhance existing knowledge of PH/TBI or create an entirely new avenue for investigation. $300K in direct costs/up to 18 months
Investigator-Initiated Research Investigators at all academic levels (or equivalent) Supports basic laboratory through translational research including preclinical studies, as well as correlative studies and clinical trials. $1M in direct costs/up to 4 years
Advanced Technology -Therapeutic Development Independent investigators at all academic levels (or equivalent) Supports the assessment of scientific and/or military field deployment feasibility for promising new products, pharmacologic agents (drugs or biologics), behavioral interventions, devices, clinical guidance, and/or emerging approaches and technologies. $6M in direct costs/up to 5 years

Information in this pre-announcement is being provided to allow investigators time to plan and develop applications. All applications must conform to the final program announcements, which will be available for electronic downloading from the Grants.gov website by late June or early July 2009. The application package containing the required forms for each award mechanism will also be found on Grants.gov. A listing of all USAMRMC funding opportunities can be obtained on the Grants.gov website by performing a basic search using CFDA Number 12.420.

A pre-application (i.e., preproposal or letter of intent, depending on the award mechanism) is required for all award mechanisms and must be submitted through the CDMRP eReceipt website (https://cdmrp.org) prior to application submission.
