Department of Defense Ovarian Cancer Research Program for Fiscal Year 2005

The fiscal year 2005 (FY05) Defense Appropriations Act provides $10 million to the Department of Defense Ovarian Cancer Research Program (OCRP) to support innovative research directed toward eliminating ovarian cancer. This program is administered by the US Army Medical Research and Materiel Command through the Office of the Congressionally Directed Medical Research Programs (CDMRP).

Proposals are sought in the following three areas of research emphasis: etiology/tumor biology, early detection/diagnosis, and preclinical development of targeted therapeutics.

The FY05 OCRP Program Announcements will be released in mid-September; an electronic proposal submission deadline of February 15, 2005, 5:00 p.m. Eastern Time is anticipated. These announcements will call for proposals in the following three mechanisms:

  • Pilot Awards
  • Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Collaborative Research Awards
  • Idea Development Awards

New this year, Pilot Awards are intended to support initial work of innovative, potentially groundbreaking concepts in ovarian cancer. Preliminary data are not required. Consistent with this, the criteria of innovation will receive 50% of the score during peer review. Proposals must address at least one of the areas of research emphasis. Pilot Awards are targeted to: 1) assistant professors (or equivalent) who are within 5 years of their last traineeship, or 2) independent established scientists or clinicians who have limited (zero to fewer than 3 years) research experience in ovarian cancer.

New this year, HBCU/MI Collaborative Research Awards are intended to establish a collaborative partnership in which an HBCU/MI faculty investigator works with an established ovarian cancer researcher(s) to obtain the training and experience necessary to initiate and sustain an independent research program in ovarian cancer.

Idea Development Awards are designed to support innovative approaches to research ovarian cancer; they are intended to stimulate and reward innovative research ideas that may be viewed as high risk but have the potential for high gain in scientific and clinical knowledge. These proposals should start, create, or introduce a unique or unusual approach to the study of ovarian cancer. The research may represent a new paradigm, challenge existing paradigms, or investigate an existing problem from a new perspective. Proposals must address at least one of the areas of research emphasis. All investigators are eligible to submit proposals.

Submission: The electronic submission process must be completed by the applicant and his/her institutional contracting representative by 5:00 p.m. Eastern Time, February 15, 2005 using the CDMRP Electronic Proposal Submission website: https://cdmrp.org/proposals.

Detailed descriptions of each of these mechanisms, evaluation criteria, and submission requirements can be found in the FY05 Program Announcement corresponding to that mechanism when the Program Announcements are released in mid-September. Each Program Announcement will be available for download from the CDMRP web site https://cdmrp.army.mil; and also on the CDMRP Electronic Submission web site https://cdmrp.org/proposals at the time Program Announcements are released in mid-September.

Please note that the FY05 Program Announcements are being released prior to actual receipt of funding at this Command for these projects. No legal liability on the part of the Government for payment can arise until such funds are made available.
