PURPOSE OF THE MEETING: The primary goals of this meeting are to (1) inform the DOD and Congress of PRMRP investigators' progress and to provide an overview of the PRMRP portfolio, (2) promote collaborations focused on DOD research interests, (3) expedite transition of research into fieldable products and methods, and (4) provide a forum to foster exchange of ideas and information. Meeting sessions will be organized around seven research topic areas: (1) Combat Casualty Care, (2) Infectious Diseases, (3) Wellness and Fitness, (4) Military Operational Medicine, (5) Lung Research, (6) Blood Disorders and (7) Technology Development. Data will be shared in a range of forums, including platform presentations, interactive products sessions, workshops, and poster sessions. Special Invitees. The list of Special Invitees includes civilians and representatives from Congress, the DOD, Historically Black Colleges and Minority Institutions, Hispanic Serving Institutions, and the Department of Veterans Affairs. Outcomes. A Proceedings book with abstracts and Executive summaries of the Technology and Regulatory Compliance and Quality Workshops. Meeting materials will be made available to participants and future investigators. BACKGROUND: Overview of the Program. The DOD PRMRP was established in fiscal year 1999 (FY99) by Appropriations Conference Committee Report No. 105-746, which provided $19.5 million (M) to the DOD to establish a medical research program that focused on issues pertinent to US military forces. Congress directed the Deputy Secretary of Defense to work with the Surgeons General of the Services to establish a program to select medical research projects of clear scientific merit and direct relevance to military health. The USAMRMC became the Executive Agent for this new program, utilizing a management plan as outlined by the Armed Services Biomedical Research Evaluation and Management Committee. One aspect of this plan was the formation of an Interagency Joint Programmatic Review Panel (JPRP) to determine programmatic priorities and to conduct programmatic review. The JPRP is composed of representatives from the Army, Air Force, Navy, Marine Corps, Office of the Assistant Secretary of Defense for Health Affairs (ASD[HA]), Department of Veterans Affairs, and the Department of Health and Human Services. Research awards have been made using a two-tier review process composed of peer and programmatic review that ensures scientific merit and attainment of program goals. In FY99, the PRMRP solicited proposals in the 15 topic areas specified in Appropriations Conference Committee Report No. 105-746, pp. 160-161. The program's success has encouraged Congress to appropriate additional funds to the PRMRP in subsequent years, totaling $244.5M through FY04. A total of 156 awards have been made in 54 topic areas through FY04. Congress appropriated $50M to continue the PRMRP in FY05. Proposals were solicited in the following 21 topic areas: Acellular Human Tissue Matrix Research, Amyotrophic Lateral Sclerosis, Alcoholism Research, Anti-radiation Drug Development, Autism, Autoimmune Diseases such as Scleroderma and Sjogren's Syndrome, Blood-Related Cancer Research, Childhood Asthma, Chronic Pain Research, Conjugate Vaccines to Prevent Shigellosis, Diabetes Research, Duchenne's Disease Research, Epilepsy Research, Interstitial Cystitis, Lupus and Lupus-Biomarker Research, Orthopaedic Extremity Trauma Research, Osteoporosis and Bone Related Diseases Research, Paget's Disease, Post-Traumatic Stress Disorder, Social Work Research, and Volume Angio CAT (VAC) Research. The Office of the Assistant Secretary of Defense for Health Affairs [(ASD(HA)] added the topic areas Lung Cancer Screening and Military Relevant Disease Management especially Acinetobacter baumannii Infections, Obesity Research, and Smoking Cessation. Proposals were received in March 2005 and underwent peer and programmatic reviews in May and July 2005, respectively. Thirty-nine proposals were approved for funding by the CG, USAMRMC. Award negotiations are underway.
