During FY92-99, Congress has appropriated over $1.1B for the programs managed by the office of the Congressionally Directed Medical Research Programs (CDMRP). As steward of these appropriated funds, the Department of Defense (DOD) is responsible and accountable for the disbursement of each taxpayer dollar. An overview of the appropriations for FY92-99 is shown in Table II-1. A detailed breakdown of how each taxpayer dollar was spent can be found in Appendix B.

As the Executive Agent for the DOD programs managed by the CDMRP, the U.S. Army Medical Research and Materiel Command (USAMRMC) has interpreted and executed the Congressional directives for each appropriation with rigor and integrity. As a result, the CDMRP has created programs that are innovative, scientifically sound, and responsive to the needs of the scientific and advocacy communities. Based on directives of the Congress and the DOD, in addition to recommendations from the Integration Panels, research priorities are established and implemented. These funding strategies and program emphases guide the two-tiered review of proposals submitted to the CDMRP and have resulted in the award of 2,105 research grants in FY92-98 as summarized in Table II-2.

All grants shown in Table II-1 are listed according to the actual appropriations used to fund the awards. In some instances, proposals received in response to one FY solicitation are funded with dollars from another FY appropriation. Decisions to fund in this manner are made in the best interest of the scientific community, the public, and the government, and upon recommendation of the Program’s Integration Panel. There are six factors that impact the decision to fund proposals with dollars from another FY appropriation. These factors are listed and described in Appendix B.
